The Ministry of Health is poised to launch an innovative national health insurance policy designed specifically for foreigners visiting the country for short stays. This groundbreaking initiative, known as the National Non-Resident Visitors Health Insurance (NNRVHI), is set to commence on July 1, 2024. Developed in collaboration with the National Health Insurance Authority (NHIA) and various partners, this policy aims to ensure that non-residents who visit for less than six months within a 12-month period receive adequate healthcare coverage.
The policy was officially announced in Accra this past February by the Minister of Health, Kwaku Agyeman-Manu. In his address, the Minister highlighted that the introduction of NNRVHI aligns seamlessly with the provisions of the National Health Insurance Act, 2012 (Act 852). This Act mandates the provision of high-quality and accessible healthcare for both residents and non-residents, ensuring equitable health services for all and improving overall quality of life.
Mr. Agyeman-Manu emphasized that the implementation of this policy will lead to the creation of the National Non-Resident Visitors Health Insurance Scheme (NNRVHIS). This scheme will serve as the primary mechanism for delivering comprehensive healthcare services to non-resident travelers in Ghana. Recognizing the unique nature of the NNRVHIS, he noted that special arrangements might be necessary to mitigate potential risks and enhance the scheme's effectiveness.
A key feature of this initiative is the establishment of the National Non-Resident Visitors Health Insurance Technology Platform (NNRVHITP). This digital platform will enable non-resident visitors to conveniently register and apply for health insurance from their home countries. By facilitating remote access and streamlining the application process, the NNRVHITP aims to significantly improve the user experience and ensure seamless coverage for foreign visitors.
