BoG Wins Temporary Relief As Supreme Court Puts GN Savings Licence Ruling On Hold

The Supreme Court has granted the Bank of Ghana (BoG) temporary relief by putting on hold a Court of Appeal decision that ordered the reinstatement of GN Savings and Loans Limited’s operating licence.

The stay of execution means the central bank will not be required to restore the company’s licence until the Supreme Court delivers its final judgment on BoG’s appeal.

The ruling preserves the current legal position, preventing GN Savings and Loans from resuming operations based on the Court of Appeal’s decision while the substantive appeal is pending.

The Bank of Ghana sought the stay after the Court of Appeal, in June 2026, ruled that the regulator should restore the company’s licence, which had been revoked during Ghana’s financial sector clean-up exercise.

The Supreme Court will now determine whether the Bank of Ghana acted within its statutory powers in revoking GN Savings’ licence and whether the Court of Appeal was justified in ordering its restoration.

The final ruling is expected to clarify the extent of the central bank’s regulatory powers over licence revocations.

GN Savings and Loans was among several financial institutions whose licences were revoked during the financial sector reforms introduced in 2017 and intensified between 2018 and 2019.

The exercise affected banks, savings and loans companies, finance houses, microfinance institutions and fund management firms.

The Bank of Ghana said the clean-up was intended to strengthen the financial sector, protect depositors and address insolvency, weak corporate governance and regulatory breaches.

Following the revocation of its licence, GN Savings challenged the decision in court and secured a favourable ruling from the Court of Appeal.

However, with the Supreme Court granting the stay of execution, the company’s licence will remain revoked until the apex court reaches a final decision.
