Parliament has passed the Customs Bill, 2026, establishing a contemporary legal framework for customs administration with the goals of expediting current customs regulations, promoting international trade, strengthening border security, and enhancing domestic revenue mobilisation.
The Bill is expected to combat smuggling, illicit trade, and other customs-related offences, expedite customs procedures, and align Ghana's customs regime with international best practices.
Minister of Roads and Highways Kwame Governs Agbodza on Thursday, July 23, 2026, introduced the bill in Parliament on behalf of Minister of Finance Dr. Cassiel Ato Forson, in compliance with Article 106(2) of the 1992 Constitution. The bill was also read for the first time on the same day.
The Bill was referred to Parliament's Finance Committee for consideration and a report after its first reading, in line with Article 106(4) of the Constitution and Order 226(2) of the Standing Orders of Parliament.
After reviewing the committee's report, Parliament passed the bill, opening the door for a thorough legal framework to oversee Ghana's customs department.
The new law aims to reinforce border controls, encourage lawful trade, promote compliance among importers and exporters, and increase the nation's ability to raise money through effective customs administration.
The Customs Bill, 2026 is currently awaiting presidential approval before implementation.
