Bank of Ghana Converts All Rural Banks To Community Banks Under Sector Reform

The Bank of Ghana (BoG) has announced that all Rural Banks in the country will be converted into Community Banks in an attempt to deepen inclusive finance and improve access to banking services.


All existing Rural Banks have now been reclassified as Community Banks under the Guideline on the Revised Microfinance Sector Framework, 2026 (Notice No. BG/GOV/SEC/2026/03) by the central bank.


The affected institutions must complete all statutory name changes, corporate rebranding initiatives and other regulatory alignments by December 31, 2026, according to the BoG. 


The central bank described the conversion in a statement on June 17 as a key milestone in the ongoing reforms of Ghana’s microfinance sector.


The decision marks the 50th anniversary of rural banking in Ghana and aims to reposition the sector for a new phase of community-based financial framework. 


"Through this conversion, the Bank of Ghana is repositioning the Community Banking sector as a modern banking segment to deepen inclusive finance in both rural and urban communities and integrate them into the national financial architecture," the statement said.


Rural banking was introduced in Ghana in 1976 by the Government of Ghana and BoG, with the aim of expanding access to financial services in rural areas and to enable their integration to the formal banking sector. 


The industry has developed into a major part of the nation's banking sector and financial inclusion agenda during the last fifty years.


According to the Bank of Ghana, there are currently 147 regulated institutions in the sector that serve over eight million consumers through almost 1,000 locations across the country. 


The central bank says the sector's expansion has been backed by ongoing policy support, a regulatory environment that is focused on development and the community ownership model that supports many organisations.
