The International Monetary Fund (IMF) has officially credited $367 million to the Bank of Ghana’s account following the completion of the fourth review under Ghana’s Extended Credit Facility (ECF) program. The funds were received on July 9th, 2025.
This latest tranche marks the fifth disbursement under the IMF’s three-year, $3 billion bailout, approved in May 2023. It brings total funding to approximately $2.3 billion.
Intended Impact and Policy Context;
Strengthening Reserves & Stabilizing the Cedi
The disbursement boosts Ghana’s international reserves, enhancing the Bank of Ghana’s ability to defend the cedi and support balance-of-payments needs.
Funding Key Budget Initiatives
Unlike past allocations primarily directed at macroeconomic support, this tranche is earmarked for government budget projects. The Bank of Ghana will convert the dollars into cedi for imminent fiscal spending.
Catalyst for Structural Reforms
The IMF’s fourth review highlighted significant progress in Ghana’s fiscal and structural reform agenda. Achievements include curbing end-2024 fiscal slippages, targeting a 1.5% primary surplus of GDP in 2025, strengthening public financial management, and tightening monetary policy.
Debt Restructuring Underway
The disbursement comes amidst ongoing negotiations under the G20 Common Framework, as Ghana works toward finalizing debt agreements with external and Eurobond creditors.
Economic analysts emphasize the importance of deploying the funds strategically, suggesting investment in sectors like agriculture and infrastructure to maximize long-term economic impact.
This infusion represents a crucial milestone in Ghana’s recovery pathway and its efforts to restore macroeconomic stability. The coming weeks will show how effectively the government channels the funds into growth-driving sectors.
