Ghana Completes Historic Passport System Overhaul with Chip-Embedded Rollout

Ghana has ushered in a new era of passport administration, completing a historic overhaul that promises efficiency, security, and accessibility for all citizens. Announced on April 30, 2025, by Foreign Affairs Minister Samuel Okudzeto Ablakwa, the transformation marks the successful reset of the nation’s passport system. “The switch is done!” Ablakwa declared on X, celebrating the seamless transition to a modernized process that has already begun reshaping how Ghanaians obtain travel documents.
At the heart of the reform is the nationwide rollout of chip-embedded passports, a first for Ghana. These e-passports, equipped with over 100 security features like nanotechnology and RFID chips, are nearly impossible to forge, strengthening border security and reducing identity fraud. The passports also showcase Ghana’s cultural heritage, featuring Adinkra symbols such as Fawohodie (Freedom and Independence) and Funtunfunefu Denkyemfunefu (Democracy and Cooperation) on a durable polycarbonate biographical data page. Linked to the National Identification Authority’s database, the new passports align with global standards set by the International Civil Aviation Organization, ensuring seamless biometric verification.
The ministry has also tackled long-standing inefficiencies. The Passport Head Office in Accra now operates 24 hours a day, enabling faster processing and greater convenience. Applicants can track their passport status in real-time through a new e-tracking system, while Ghana Post, the lead courier partner, delivers passports directly to doorsteps at no extra cost. Those without fixed addresses can collect their documents at the nearest post office, ensuring accessibility across the country. Ordinary passports are now guaranteed to be delivered within 15 working days, with expedited options available in just five days. In a remarkable demonstration of efficiency, the system has proven capable of issuing chip-embedded passports in as little as 24 hours.
A key goal of the reforms is to eliminate the notorious “goro boys,” middlemen who exploited bureaucratic delays to charge exorbitant fees. By streamlining the online application process and integrating it with the National Identification Authority, the ministry has minimized errors and ensured applicants deal only with official channels. “The era of middlemen and unofficial agents is unequivocally over,” Ablakwa affirmed. The reforms also address the backlog of over 70,000 uncollected passports, a problem inherited by the Mahama administration. With reduced red tape and direct courier delivery, the ministry aims to ensure every passport reaches its owner promptly, ending the frustration that left documents unclaimed.
Financial relief is on the horizon as well. The Cabinet has approved a 30% reduction in application fees, lowering the cost of a 32-page passport from GHS500 to GHS350. This change awaits parliamentary approval to amend the Fees and Charges Act, expected when Parliament returns from recess. While older biometric passports remain valid until 2030, Ghanaians can switch to the new e-passports at any time, particularly upon renewal.
Executed through a transparent public-private partnership with Biometric Travel Solutions and ANY Security Printing Company, the rollout complies with Ghana’s procurement laws. The 24-hour operations and courier services are also creating new jobs, boosting the economy while enhancing service delivery. A nationwide sensitization campaign is underway to educate citizens about the new system’s features, with applicants encouraged to use the official online portal (www.passport.mfa.gov.gh) or contact the 24-hour service line (0302 275 4200) for support.

With these changes, Ghana has not only modernized its passport system but also restored dignity to the process. The reforms signal a commitment to innovation, security, and citizen-centered governance, positioning Ghana as a leader in travel document administration.
